The shoulder season is the bargain hunter’s best friend.  The period just before or after the peak season will generally result in lower prices, fewer crowds and  weather that is similar to the peak season.  There is a slightly greater chance of sub prime weather then during peak season but, the savings can be substantial.  The shoulder season can mean colder, warmer or wetter weather then peak season depending on the location.  It can also simple mean there is diminished demand (i.e. less travelers because school is back in session, etc.)

Florida and the desert southwest’s shoulder season is during the summer.  Rising mercury results in lower prices.  The east coast’s is early spring and late fall.  Lower mercury equals lower prices.  There are areas that don’t have much of a shoulder season.  The upper mid west and northeast generally have peak season or snow.  Unless you’ve stocked up on orange balls, you will probably end up paying peak rates. 

Package deals generally end up being less than al a carte pricing but, buyer  beware.

The more famous and/or exclusive the venue the less likely there will be bargains.  There are venues that even 10 Karat Kenny must pay full price.  Shadow Creek, Pebble Beach, Bandon Dunes and Sea Island fall into this category.  If you want to put these notches in your belt, you are going to pay.
